The US Army seems to spend most of its time reorganizing, but as an American institution is hardly unique in this respect. The entire country seems to spend most of its time reorganizing. While looking at new ways of doing things is good policy, how much the US Army actually gains by continual reorganization is another matter. In seven decades the US has had at least five major TOEs, if we count all of World War II as one TOE though many changes took place as the war progressed. In the 1950s there was the Pentomic TOE, in the 1960s the ROAD, which more or less continued till the 1980s, then the Army of Excellence in the 1990s, and now Army XXI.
The TOE below is purely illustrative, as it appears to date from the early 1990s. With the US Army switching to the Army XXI configuration, presumably the new TOEs will be different.

(5) PROVIDES TERRAIN INTELLIGENCE AND TERRAIN

(7) PERFORMS INTERPRETATION AND MENSURATION ON REMOTE
SENSED IMAGERY.

OF CHEMICAL, COMMUNICATIONS/ELECTRONIC EQUIPMENT,
VEHICLE RECOVERY AND CONSOLIDATED PROPERTY BOOK.
(3) THIS TEAM IS DEPENDENT UPON THE MILITARY
INTELLIGENCE DIVISIONAL BATTALIONS (TOES 34355A200,
34355A100 AND/OR 34395A000) OR THE MILITARY INTELLIGENCE
CORPS BATTALIONS (TOES 34405A100 A/O 34405A200) FOR UNIT,
DIRECT AND GENERAL MAINTENANCE SUPPORT FOR THE DIGITAL
TOPOGRAPHIC SUPPORT SYSTEM (DTSS).
4. BASIS OF ALLOCATION. ONE PER CORPS
6. MOBILITY. A. THIS UNIT IS CAPABLE OF TRANSPORTING
124,300 POUNDS (5817 CUBIC FEET) OF TOE EQUIPMENT WITH
ORGANIC VEHICLES.
B. THIS UNIT HAS 50,421 POUNDS (3673 CUBIC FEET) OF TO
EQUIPMENT REQUIRING TRANSPORTATION.
C. THIS UNIT REQUIRES __50__PERCENT OF ITS TOE
EQUIPMENT AND SUPPLIES BE TRANSPORTED IN A SINGLE LIFT
USING ITS ORGANIC VEHICLES.

2. EMPLOYMENT.
The Engineer Company (CORPS) supports the CORPS topographic
engineer missions including terrain analysis data base development,
maintenance and use. The company is collocated with the HHC of the
TOPO BN or the supported CORPS HQs.
3. METHODS OF OPERATIONS AND FUNCTIONS.
